Like a bad penny, the Cauvery “dispute” returns to the national discourse every few years with both the “riparian” States involved the story, Karnataka and Tamil Nadu, making the same noises—the former of everlasting injury and the latter of arrogance, with the Centre acting like a traffic policeman with his hands tied.
Every time the dispute flares up, and that is usually when there is scanty rainfall, the same revanchist forces of linguistic chauvinism and parochialism dust themselves and utter the same threatening cliches.
The world’s topmost water resources experts—the moviestars of Gandhinagar—descend on the streets. Bandhs are called, roads are blocked, resignations are offered, the ruling party flexes its muscle, all-party delegations meet the PM, and the media beats the familiar wardrum that sends shivers down the spines of those who can remember 1991-92.
Lost in the melee is sense and common sense. A dispute involving a couple of districts in the deep south holds the rest of the State and its relationship with a neighbour hostage. Karnataka’s fair name as a law-abiding State and the reputation of Kannadigas as a decent, civilised lot is muddied in the eyes of the nation and the courts.
Here, a lawyer conversant with the intricacies of the dispute lists eight reasons why Karnataka is once again barking up the wrong tree in circa 2012.

1. When the agreement of 1924 was signed between the Maharaja of Mysore and Madras, the former diwan of Mysore, Sir M. Visvesvaraya, supported it unequivocally. The said agreement gave 80% of all the water to Madras, which is equal to 360 TMC (thousand million cubic feet) at the Border.
2. The Cauvery Tribunal, reduced the quantity from 360 TMC as provided by the agreement of 1924 to 205 TMC in its interim Order, or 192 TMC in its final Order, which is a reduction of about 50%. During the years of drought, the shortfalls are to be shared equitably by riparian states. How is this distress to be shared?
3. According to Tamil Nadu, if the shortfall in the flows is 40%, its share ought to stand reduced by 40%. On applying this simple mathematical reduction formula of pro-rata, the shortfall in the flows given to Tamil Nadu comes to 40 TMC as on 19 September 2012.
4. However, the Prime Minister rightly ignored the pro-rata formula when he passed the Order on 19 September 2012 directing Karnataka to ensure 9000 Cusecs till 15 October 2012 equivalent to only 20 TMC. This 20 TMC not only includes the arrears but also the monthly quota. Therefore, in real terms, the Prime Minister has only given 10 TMC towards arrears as against 40 TMC which ought to have been due to Tamil Nadu under the pro-rata formula.
5. Present storages is about 65 TMC. Even in the worst year of 2003-2004, 30 TMC flowed into the Karnataka reservoirs till December. So, in this year too, a similar quantum of water can be expected.
6. Cauvery is a political issue for the Vokkaligas. Historically, none from the Vokkaliga belt in Mandya and Mysore ever raised a word of opposition in 1924. Even after independence in 1947 or the re-organisation of States in 1956, none from Mandya or Mysore sought revision of the agreement of 1924. It is only after 1974, that the Opposition to the 1924. After 1974, the opposition in the Vokkaliga belt started but it is selective, targeting Non-Vokkaliga Government.
7. Mandya Vokkaligas opposed the Varuna Canal because it benefitted the Lingayats and Backward Classes in Mysore District. Mandya Vokkaligas do not bother when water is released from Kabini to fulfil the Order because Kabini caters to Lingayats, SC, ST and OBCs.
8. The ones who should really be complaining are Coorgis, since Coorg does not have drinking water though more than half the Cauvery water comes from there.

3 important standout reasons, why Tamil nadu and the centre is horribly wrong in this dispute,
a) during the hearing in the supreme court, Tamil nadu counsel asked for the use of armed forces against the peace fully agitating farmers of mandya region——- court should have asked Tamil nadu to apologize for making such an irresponsible remark, this is not civil war.
b) prime minister and TN seem to suggest that being an upper riparian state makes it mandatory to release water even during distress overlooking the misery of farmers of the state——— is it unfortunate to be a upper riparian state?
C) lack of a comprehensive water sharing policy for the entire country is leading to erratic decisions by authorities causing strain on the federal structure of the nation.

Even the protest mode adopted by the Gow(da) Belt politicians is moronic. Forcing a Bandh only hurts us – Tamilians would be Laughing at the stupidity of this.
An equitable share as awarded by independent tribunals, and change in agriculture methods can help ease the demand on water.

This is a highly one sided argument (obviously the author is biased towards his folks, Tamilians – yeah, he is acting true now being a Roman in Rome! kudos)
1. If sir M V would be living today, he would’ve changed the formula even if we were to assume whatever you’ve stated above to be TRUE.
2. 1924 and 2012 : It is criminal to assume the situations are same. So much water has flown down the river Kaveri that all earlier accords, agreements, awards must be quashed and a fresh new one to be drawn.
3. Same contention as 2 and if that is set right, this calculation too would change.
4. Your magical no 40 TMC doesn’t hold at all when there is no water. You don’t know the meaning of distress. Mathematics doesn’t come into picture unless you use simple logic (brains => Biology).
5. Even by this logic of yours, points 2 and 3 get defeated. How can you talk about 40 TMC when 30 TMC is the inflow into the upper riparian state?

ಹೀಗಿರುವಾಗ ಕರ್ನಾಟಕದ ಪರ, ರೈತ ಪರವಾದ ಪ್ರಬಲ ಸಂಘಟನೆಗಳು, ಅಪಾರ ಸಾಮರ್ಥ್ಯವಿದ್ದೂ ರಾಷ್ಟ್ರೀಯ ಪಕ್ಷಗಳಲ್ಲಿ ಕೇವಲ ಚುನಾವಣೆ ಫಂಡ್ಸ್ ತರುವಾಗ ಬೇಕಿದ್ದ, ಈಗ ಹೊರೆಯಾಗಿರುವ ರಾಜ್ಯದ ಹಲವು ಪ್ರಬಲ ನಾಯಕರು ಈ ಬಗ್ಗೆ ಚಿಂತಿಸಿ, ಸರಿಯಾದ ಪ್ರಾದೇಶಿಕ ಪಕ್ಷವೊಂದನ್ನು ಕಟ್ಟಿಕೊಳ್ಳುವತ್ತ ಮುನ್ನಡೆಯಬೇಕಿದೆ. ಒಮ್ಮೆ ಅಂತಹ ಪಕ್ಷ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದರೆ ಕರ್ನಾಟಕದಲ್ಲಿರುವ ಇತರ ರಾಷ್ಟ್ರೀಯ ಪಕ್ಷಗಳು ಕನ್ನಡ, ಕರ್ನಾಟಕದ ಪರವಾದ ನಿಲುವು ತಳೆಯುವ ಒತ್ತಡಕ್ಕೆ ಒಳಗಾಗುತ್ತಾರೆ ಅನ್ನುವುದರಲ್ಲಿ ಅನುಮಾನವಿಲ್ಲ ಮತ್ತು ಅಂತಹ ರಾಜಕೀಯ ಬಲವೊಂದಿದ್ದಾಗ ದೆಹಲಿಯಲ್ಲಿ ನಡೆಯುವ ರಾಜಿ-ಸಂಧಾನಗಳಲ್ಲೂ ನಾವು ಸರಿ ಸಮಾನವಾಗಿ ಧ್ವನಿ ಎತ್ತುವ, ನ್ಯಾಯ ತಂದುಕೊಳ್ಳುವ, ನಮ್ಮ ಹಿತಾಸಕ್ತಿ ಕಾಪಾಡಿಕೊಳ್ಳುವ ಸಾಧ್ಯತೆಗಳು ಹೆಚ್ಚಲಿವೆ. ಹಾಗಾಗಲಿ.

– upfront, you have an outright unfair agreement and on the basis of that you project that karnataka has been given a concession by the tribunal. the tribunal should not have been constituted in first place and both the interim and the final order of the tribunal are unfair towards karnataka as they are based on the past 1892 and 1924 agreements. karnataka should push for renegotiating all agreements that are in place with regard to kaveri river water sharing.

First thing first, Tamizhians can lobby like this even when they are in Karnataka. This can never happen in Tamizh Nadu, a Kannadiga can not write or speak against Tamizhians. Since, the days of British Rule, Tamizh Nadu or the erstwhile Madras State or Madras Presidency was a `slave’ to Britishers. Obviously, Britishers supported Madras State. After Independence, with their chauvenistic regional parties, they have been continously supporting the central government, getting benefitted round the corner, including looting the whole country to the tune of Rs.1,76,000 Crores! All the successive governments of TN supported Tamizh Militants, Veerappan, which is a history.

Tamil Nadu’s contribution to Kaveri water is only about 30% but it demands 76% share. As per the international water law sharing of river waters between two riparian states should be equitable and reasonable. But TN’s demand is far from being close to reasonable not to talk about equitable.
The final verdict of 419 tmc of water awarded to TN out of which 192 should come from Karnataka is also quite unreasonable as TN still gets 58% of the share while Karnataka gets only 37% though it contributes 53%.
What was also not considered in the final award was the drought prone areas in Karnataka’s Kaveri delta and also the fact that we have no NE monsoon season.
Karnataka may still be able to sustain this injustice in a normal year with good rains but when there is drought there is no way. The comments on caste-based politics is untrue and quite irrelevant to the discussion here. The issue here is about Karnataka’s right to equitable share of Kaveri water not caste-politics.
Point 8 too is incorrect. Kaveri originates in Coorg and she is nothing more than a small rivulet there.

I think the agenda of this article is very clear.
Firstly, publish half baked information without verifiable facts (or data backed with source called fact) or circumstantial evidence (as law calls it).
Secondly, divide Kannadigas based on caste so as to dilute & divert the issue and protest intensity.
Finally, the article editor seems to be hiding in the dark by neither publishing his name nor the sources of his content.
If this continues what Ganesh has said above needs to be given a serious thought. What good is it to be part of an union if it serves only one part?

an article with a clear bias. first of all old agreements of pre independence and all that needs to be scrapped. secondly just asking Karnataka to release water when the monsoon is poor is nothing short of a joke. thirdly north east monsoon benefits Tamil Nadu more than Karnataka. and lastly lack of political will in Karnataka means Karnataka is always on the receiving end of injustice. it’s time all old agreements are scrapped and a new chapter is made by making a national policy on waters. it’s time Kannadigas raised their voice against such nonsense and also showed political will and not succumbing to high command pressure.

There are lot of emotions associated with Water. This is true of almost all places. However, rationality and a sense of live-and-let-live is also important. For that we need to learn to follow the independent arbitrators and judges, instead of going on about our own case.

Interesting observation. Have any statistics of how much water Cauvery gets from which area?
I’d have thought Coorg, being part of Malenadu/western Ghat, would get copious rains and thus contribute the highest amount of water to Cauvery. Bayalu nadu gets far less rains.
From info. I could gather, the yearly rainfall in coorg district receives above 2000mm rainfall. In mysore district, the average rainfall is less than 800mm. So, to contribute more, cacthment area in Mysore should be approximately 3 times more than coorg.
There is also the waters from Kerala catchment areas that join Cauvery (not sure how much) Rivers/streams originating from Wayanadu/Madhumalai etc. may be tributaries to Cauvery.

8 baseless bullshit reasons !!
From 1892 and 1924 Madras-Mysuru agreement to 2007 CRA’s final verdict, Karnataka is always at the receiving end. Every time all the decisions are against Karnataka.
Below 5 injustices to Karnataka in CRA’s final verdict shows how biased the decision is, favoring TN:
1. Karnataka has 42% of Kaveri basin. Our irrigation area should also be raised proportionately. To be fair, we should have got at least 23 lakh acres of land under irrigation in the basin, while Tamilnadu’s right share should have been 13.6 lakh acres. Using the arguments of heritage right and historical claim, Tamilnadu was awarded disproportionate water in the final agreement. This is the first and foremost injustice meted out to Karnataka.
2. The tribunal’s final judgement to release 192 TMC of water at Biligundlu instead of 205 TMC asked in interim judgement was actually an eye wash. Earlier, Karnataka was releasing 180 TMC of water at Biligundlu after subtracting 25 TMC of water that flows into the river between Biligundlu and Mettur, but now, the final judgement asks Karnataka to release 192TMC at Biligundlu itself and if you take into account the other 25 TMC of water between Biligundlu and Mettur, Karnataka will end up giving 217 (192 at biligundlu + 25 between biligundlu and mettur) TMC of water which is 12 TMC more than what was decided in interim judgement ! This is the second injustice.
3. The tribunal awarded 30 TMC of water to Kerala and it asked Karnataka and Tamilnadu to release 21 TMC and 9 TMC respectively to Kerala. As Kerala currently has no infrastructure to utilise that water, Tamilnadu was allowed to use that 9 TMC of water but Karnataka was not allowed to do so ! Karnataka was asked to release that 21 TMC reserved for Kerala to Tamilnadu and Tamilnadu was allowed to use even that water ! This is the third injustice.
4. To protect environment, Karnataka was ordered to release 10 TMC of water, while no such rule was made for Tamilnadu. So protecting environment is just Karnataka’s responsibility? huh? This is the fourth injustice.
5. Karnataka supplies 15 TMC of water to Bengaluru for it’s drinking water needs. With Bruhat Bengaluru, the need was revised to 30 TMC. Chamarajanagara, Mandya, Mysore, Channapattana, Ramanagar, the other towns in the Kaveri basin together need around 60 TMC for drinking water needs. The tribunal has reserved just 1.85 TMC of water. Another surprise is the tribunal says that only 1/3rd of Bengaluru falls in Kaveri basin and hence only that part has been considered while allocating! Even the UN says that the first preference should always be given to drinking water needs, but to aid Tamilnadu grow 3 crops an year, drinking water needs of Karnataka was made to suffer. How fair is this? This is the fifth injustice.

1. the so-called agreement of 1924 itself was after the matter went to court! to suggest that it was without a fight or that Sir MV “supported it unequivocally” a blatant lie and an insult to the great man. if anything, Sir MV foresaw the machinations of the konga asslickers and ensured that he designed the foundation of the dam to be built to the full height instead of the lesser height that the kongas were fighting for! and eventually after the court in London upheld the right of Mysore to the full height of the dam, construction got completed. if not for this visionary, we’d be having a much smaller dam! and you suggest that Sir MV “supported it unequivocally”?! shame on you!
not only was the 1924 agreement itself after a protracted fight, but the 1892 agreement itself was not without discontent. in each of these cases, Mysore had no option but to fall in line in the face of some asslicking extrordinaire by the kongas of the white-skinned overlords. Mysore probably wielded as much influence over the British as Karzai does over the Americans. May be even less. And you want to portray this as if the British and Kongas signed us a blank cheque!
2. All the TMC numbers you throw around were based on then existing areas under irrigation. Just because TN had more land under irrigation (this lead was again in major part due to the ‘convenient’ nature of their relationship with the British) doesn’t mean that Karnataka should never attempt to catch up!
And even more importantly, this agreement of 1924 that you hold up as some Divine deed was set to lapse after 50 years (1974 if you have trouble doing the math). Thank God for us we didn’t sign a 999 year lease like the Mallus!
3, 4, 5 — Points 1 and 2 were obviously pulled from your ass. Can you please care to mention your sources for 3, 4 and 5 or exactly which orifice they were pulled from?
6, 7 — blatant half-truths and irrelevant to the issue of water sharing between karnataka and TN. the dispute is about sharing between K’taka and TN – not between Vokkaligas/Lingayats on K’taka side or Nadars/Vanniyars/Gounders/SCs/STs on TN side. Nice try deflecting the issue.
8 — and yes! Coorgis have a right and Karnataka represents them now since they are part of Karnataka!!

The Maharaja is gone and the British are gone. How can their agreement be made binding on the current generation? Is there a common National Policy on water sharing. No. When the agreement makers are gone and our PM has not brought forth a common policy. Why should KA accept anything?
The caste angle that Cavery dispute is used only when the CM is not a vokkaliga is also wrong. There was dispute when SM Krishna was the CM. There was dispute when Bangarappa was CM and during this time the perpetrator of anti-tamil crimes was Bangarappa’s kinsmen Rajkumar.
Also the article assumes that Mandya vokkaligas are the only beneficiaries of Cavery water. Most of the water supply in Bangalore comes from Cavery.

Kaveri issue apart, “circa 2012” is a wrong usage! Not expected from Churumuri. “circa” is not a substitute word for ‘year’ or ‘time period’, or ‘time frame’ etc. Circa means ‘approximately in’ (this word derived from Latin, meaning “around”). Circa is widely used in genealogy and historical writing when the dates of events are not precisely known. You could have simply written “Karnataka is once again barking up the wrong tree in year 2012.”

People talk as if they are doing a favor by asking only 40 TMC of water when Karnataka itself is lacking 30 TMC this year. It is a big joke that India is considered as democratic. Why should we be even a part of this country which doesn’t treat its fellow states equally ? What if there was an agreement before ? We need to live in the present and the present situation demands for a re-definition of the jalaneeti, period. Whatever agreement is being discussed doesn’t hold good anymore with increasing drought and decreasing levels of underground water. We just cannot rely on some numbers from the past, we need to look at the current situation.
All the talks on agreement which had happened in 1924 should not be given a damn care now. That agreement was done under the British rule, where the Madras and Mysooru province were under their control as ‘saamanta rajas’. However we have moved ahead of that post 1947 with our own country. A fresh and new agreement is the need of the hour which should be made keeping in mind the interests of both the states equally. Why should we be a part of this country if Kanndigas are not treated in the same way as Tamilians or any other state for that matter.

Many of the arguments here are faulty. KA has 42% basin area but is given 37% of water is because of the simple reason that a high % of the basin area is covered by forests where there is no irrigation requirements. Further KL contributes to more than 130TMC of water and the real fact is KA should provide only 60-70TMC of water from its origin. The so called political leaders have unnecessarily talking about 1924 and brainwashing the people. In I924 madras state got 566TMC and now only 419TMC – A huge loss of 150TMC. So, the CRA has taken everything into consideration. When there is a distress, it has to be shared as per the agreement. When the total water flow is only 60% of the normal then it has be shared equally instead of KA saying it want its full share anyway. EOD KA is losing because of the wrong arguments. I think no state government can influence SC in this country.

State government has asked for 30 TMC for drinking water purpose for Bangalore alone. However, it has been awarded 1.75 TMC only.
If the review petition from the state govt is dismissed for any reason, Bangalore for sure will have drinking water problem.
Or perhaps, going by the logic in this article, Bangalore will not have a drinking problem because only Vokkaligas staying in Bangalore will drink Kaveri water while the rest (including coorgis in Bangalore) dig their own borewells.

india has river problem with neighboring countries. with china as lower riparian, with Pak and Bangladesh as upper riparian.
if our supreme court gives any verdict which favour any particular state, our neighbours will make the same argument to support their cause. hence the central government or court taking unjustifiable stance is virtually impossible.
but it amuses me to read that kannadigas too complaining that they are not getting justice in india union. so far i thought only tamils makes that noices.

I am not going to comment on whether this is a Vokkaliga-Lingayat issue but you did get one thing right. We Coorgs have the biggest reason to be pissed off. Over 50 percent of the water comes from this one district but we are not even allowed to install a pumpset to draw drinking water from the Cauvery or any of its tributaries. All we get is the one litre of theertha all of us carry into our homes every October 16 or 17 during Cauvery Shankramana. We worship this river, We name our daughters after it. In my case, our home in Ammathi is named Cauvery Cottage, but we are not allowed to use its waters. What freaking irony!

Another point. When the original agreement was drawn up, Madras belonged to the British. There is little doubt that they twisted the arm of Mysore Raja to get a lopsided agreement signed up. The fact that Visvesariah agreed to this is not really important because he was wrong on many things. Remember Mysore state’s old S-shaped approach to bridges which he designed to reduce the speed of vehicles? This was responsible for killing hundreds of people over the years before the government started straightening out the approaches.

Assuming we follow Ghandian approach to save Cavery water; Karnataka people walk as in the Salt MArch to KRS reservoir, and drink a litre of water each to save cavery water in our stomach.
It is 2Liters per cubic feet; 5 Crore Karnataka People; Mean 2.5 crore liters in our stomach; == 25MCs, not enough, we will get Our friends UP And Biharis also, 400 Million + 100 Milion = 50 crore people = 250 MCs,
Karnataka + UP + Bihar = 275 MCs, = .275 TMCs, you are right not enough 40 TMCs is still larger.
Say Whole world except TN = 6 Billion – 14 Crores = 5860000000 ; 2930 MCs = 2.930 TMCs.
Hell even the whole wordl cannot help us; 2.93 TMCs is 1/20th 40 TMCs.

Mettur Dam Nett Capacity: 93.4 TMC Ft (can store nearly 2 KRS dams)
TN irrigation – top listed constraint & problem : Mettur dam doesn’t open its gates (http://www.tnau.ac.in/climarice/river_basin.html)
1. What the heck is TN irrigation department doing?
2. Why is the water flowing into Mettur not being released/utilized immediately? Where are the stats on that Mr Lawyer?
3. If the water (being released now from KRS) was for later use, the water could have been released ‘later’ itself, right?
4. Why does the Mettur reservoir most often divert the stored water towards Hydroelectric plants instead of a more primary usage in irrigation?
5. Why doesn’t the TN irrigation dept prevent sand quarrying downstream of Mettur so that it can easily release water to the intended beneficiaries?
6. Why target Karnataka farmers and snatch the water they in all ways deserve to utilize in this year’s poor monsoon.
7. Why doesn’t TN irrigation dept look at innovative ways to tap its rich ground water reserves for all domestic as well as irrigational consumption?
Despite all above conditions, what the CRA & the SC have forced KA to give is about the amount of water it could have given TN when there are (a) No Rains in TN state (b) No ground water anywhere in TN region (c) No water sourced from Kerala.
But all these three conditions are FALSE as of now. There’re good rains in TN state (NE Monsoon), being the lower-riparian state, TN enjoys great groundwater in the CDZ basin, and God Only Knows how much Kerala has been squeezed to give out to TN already.
Time for Tamilnadu to also strive hard to obtain “a name as a law-abiding State” eh? Let go of the dependency on the center to get water, and KA & TN shall be great neighbors.

all bangaloreans (irrespective of caste, creed, religion, status in society, mother tongue etc..) who caused movement with Anna Hazare please support farmers’ movement of Kaveri basin in Karnataka… Else we people living in Bangalore (dependent on Kaveri for water, depends on Kaveri basin for food (rice, vegetables.. then milk etc..) may have to pay the bitter price in the coming year. No Kaveri water for Karnataka’s farmer means hefty price on water & food for Bangaloreans !!

it is interesting that this hack of a post appeals to all types of arguments, including call to authority and assigning blame to caste, but does not mention a very relevant issue regarding the demand/requirements for the various purposes such as drinking water, standing crops to be harvested by sankramana. it does also does not mention the fact that KA’s monsoon season has effectively ended, while TN’s monsoon is to start this month.
at this point, with levels in all our reservoirs at historic lows, there is an understandable level of anxiety about the promises being made against the available resources, and a speculative expectation of possible future run-off flows.

Dr.Subramanian Swamy has a interesting tweet today…he says TN should desalinate the sea water instead of begging for Kaveri water….a very sensible suggestion.
Here is another one….TN should think of building more dams down stream to store water and also stop the sand mafia operating in the Kaveri basin….no amount of water released from Karnataka will reach the TN farmers as long as this is not stopped.

–This displays an amazing amount of ignorance and on top of it communalises the issue. The basic issue is in colonial days after the defeat of Tipu, the British administrators of Madras Presidency concluded an unequal treaty in favour of Madras as against a hapless Wodeyars of Mysore. This agreement became defunct in 1974 and hence the treaty needed to be renegotiated on fair grounds. This has not happened because a lot more usage had ccome up in Tamil Nadu disporportionate to its share. This is the crux of the victimhood in Karnataka. No body has been able to correct a historical wrong.

Many people say article is biased . May be up to some extent . The actual reason why we have the agitation again now is because we dont have rains this year ,which means there is scarcity of water in Karnataka. This can happen any where and water could be an issue any where .But the real issue is unattended. Have u heard any one speak about doing something to over come this issue during these agitations? Real issue is not the 30TMC water which Ktaka is short of or nor the 40 TMC water which we need to relese to TN. The issue is ,our underground water levels are decreasing year by year and we do not have an alternative for this. Thanks to urbanization, no one even bothers abt these stuffs.

U talk to any agricultural expert who has knowledge of crop patterns in both states, they are unanimous in their opinion,
Tamil nadu has been unduly favoured by the British and successive Indian govts wrt land under cultivation and no of crop cycles. Karnataka has been told to restrict farming in kaveri Delta but tamilnadu is free to cultivate.
Ground water in Tamil nadu kaveri Delta is available at 30-35 feet, but in karnataka kaveri basin , water is not available even 900 feet down.

Only solution is to divert all rivers going to Arabian sea and bay of bengal in such a way they are diverted to flow from north to south and merge with Indian ocean at Kanya kumari . From such diverted rivers , canals should be dug on either side of the river to cater to various cities / towns .
It is not a question of Vokkaligas vs Lingayats . It is a proxy war between Jaya and Karuna – not even Dmk vs ADMK which every one should understand . Jaya barks better than karuna to prove that she is a Tamilian of Srirangam and not a a kannadiga of Manya / srirangapatna though she has a Kannada blood in her body . If Jaya does not bark like that , karuna will easily score over her as he is a better platform orator with better Tamil skill . Problem is jayamma did not give diplomacy a chance before she went to CRA, if her intention was water for tamilnadu, she could invited shettar for talks or could have come to Bangalore for negotiating in a cordial way, more or little less, kannadigas are human enough to share water which they have been doing for decades.

Or set this right by giving a thought to the way lake after lake in the Lingayat belt (Tumkur, Tiptur, Davanagere) is being destroyed under the watchful eyes of Lingayat MLAs and politicians on one hand and on the other hand Lingayat MPs and politicians like GS Basavaraju and S.Mallikarjuniah lobbied to get crores of rupees for a few road trips under the guise of surveys to Lingayat Engineers like Paramashiviah for nonsensical, ecocidal projects like Nethravathi Diversion scheme, which are estimated to cost lakhs of crores. When there is a problem between neighbours, if one of them runs to court what happens is a third person ( lawyers) will benefit.If I were CM of Tn, i would have visited shettar in Bangalore discussed the issue.I would have even requested former PM Deve gowda and former CM SMkrishna to attend. I am sure we would have found a way to settle the issue.That is how issues of this nature need settlement.Not through courts!! i am a tamil living in TN, i see lot of cultural connects in the way we each celebrate our festivals, our customs are identical, our language is much closer to each other.This artificial fight has to stop.Kavery water sharing is an issue, it cannot be wished away.At least we can agree to disagree , find a mutually beneficial solution and carry on with our lives in a pleasant manner. Well, not really. This is what happens when we elect spineless morons for leaders. Secession won’t cure that problem.
If there’s a leader who can stand and say, “This is how much water we have. This is how much we can share. If you want more you’ll have to kill me and my cabinet”, and actually follow up with his cabinet camped at the gates of the KRS, I am willing to cast my vote for that guy till eternity.

Well, where are we heading. It is a known fact that there is inadequate rain fall in the Cauvery basin of Karnataka. Why does not the TN govt understand this. Even in this situation TN wants Cauvery water for their 3rd crop – the Samba. BEFORE GOING FOR SUCH A VENTURE TN should ascertain the availability of water, which would be sensible. Under such circumstances, TN Govt., should explore other avenues to augment their requirement of water to save their crops and one such solution is CLOUD SEEDING and solve their problem, if there is any, without creating unnecessary problems to its neighbours.
If at all the TN Govt. is sincere and committed to help its farmers, let it think in this direction swiftly.

Sir MV had to agree to the 1924 agreement under compelling situation created by the British with their southern headquarters in Madras (Chennai), who commanded over Mysore. Sir MV’s intention was to raise the dam level to 128 feet, which the British refused for obvious reasons. If Sir MV had not agreed to the 1924 agreement, KRS dam would have been far below the present level of 124 feet. After reorganisation of States, Kollegal areas have come under Karnataka and it was earlier part of Madras State. But Tamil Nadu continues to enjoy share of waters of that area too. Highlighting this, then CM S.Nijgalinappa declared at a function in Mysore that the 1924 agreement is not ‘sacrosanct’. You guys have to understand that the country cannot survive by favoring one state to another. Pls check whether you are diplomatic and considering non-violence in this case before pointing the fingers to us. If you want to rebuke, you’ll end up with LTTE which is not related to this issue. You want the karnataka tamil sangam to openly support you in this which they did of fear. You want everyone in your state to support you and you use rowdies like KRV etc., to achieve the same. But are we doing that in TN. There is a kannada sangha in TN and many kannadiga people too. We never threatened them saying “support us or face the consequences”. For god sake dont bring in Chennai vs bangalore here. You have to understand that the BLR-HOSUR-KRISHNAGIRI-KUPPAM-BANGARAPET region is unique where people speak 3 languages – kannada, telugu and tamil and it is not in bangalore alone. First understand this. If you want everyone to speak in kannada in chennai, then the similar argument is that everyone should know to speak in tamil in belgaum. You can come and see in hosur that many people speak kannada, there are kannada boards and we dont oppose them.
I’m ready for healthy arguments. But if somebody wants to thrash me, I welcome that too because then it will show their culture.

and people trying to project Coorgis as a special tribe mind you they are just the people from somewhere settled in this part, their dressing their cuisines like Kalli Kadambattu Akki rotti are the exact copies of Huruli Kattu akkirotti, akki Kadabu that people in the parts of Sakaleshpur Mudigere and Somwarpet practice. There is a place in Coorg where even Tibetan refugees have settled in, Coorg was ruled by a lingayat king Chikaveerarajendra only a coorgi knows how many NATIVE Amma Lingayats are their in all the parts of Coorg, and especialy in Somwarpet, thats why they divide it as north and south coorg LOL, I personally have my relatives in the south most part of Coorg, Kutta Srimangla, the family is indigenous. And they want a seperate Kodava land for what? chuck it.
Coorgis do not mingle with Raagi mudde eaters, what is so big deal in that, Gowdas of Chikamagaluru and Sakleshpur do not have any sort relationship with Gowdas of Hassan and Mandya obvious reasons were the food the culture the way they both talk and behave which is different like in any part of the world, especially in India. Exception case like Cafe Coffee day Siddartha and SM Krishna where the wealth subdues the rest.
And Churumuri is painting this as a Lingayat vokkaliga political spur, which is disgusting on the part of churumuri the belt Sakaleshpur Mudigere and Somwarpet is predominantly Lingayat and like someone said Lingayat politicians funding Lingayat officials to divert Netravathi, com on, to do that they have to drown lingayat families in Sakaleshpur and Mudigere and like you said it’s going to be ecocidal after the UNESCO’s world heritage tag, it’s now not in the hands of Lingayat leaders even if they want to.
And funniest nincompoop Raja thola’s comment, length of Cauvery is more in TN, you’re what? Imagine you have a meter long braid, its length is more on the back than that on your scalp, so just because its lengthier on your back do you oil your back or your scalp?
This river is a seasonal river it’s not fed by icy glaciers like in case of Ganges or Brahmaputra. Western-ghats, whose length is maximum and vegetationally richest In Karnataka draws South-west monsoon, and bear this in mind this monsoon is the only source of water for this river, and now you might be wondering how the river continues to flow even in summer, that is because of another marvel called ‘SHOLA FORESTs’ structure in the Western-ghats, if you don’t know what they are, they act just like wet sponge which drains out water at a constant speed and before these shola frorests run out of water the nature repeats the whole cycle, if it fails you see cauvery dispute and if it stops, god forbid it should not, but if it stops, mind you thola raja you have to escape either to Srilanka or Malyasia.
And don’t do hogwash with comments like one can see Kannada hoardings in Hosur, historically Hosur was kannada region,
Ooty whose indigenous people speak Badaga Kannada, does your Govt. provide education to them in Kannada? or do we get to see Kannada boards in Ooty?
I’m not sure how far it’s true but I’ve heard stories like while forming states Tamil asked Karnataka to choose either Malai mahadeshwara betta or Ooty? And Karnataka choose,. how funny if they felt they can give away any one of these two , why not both? well blame our politicians.

I have no idea on the issue between the lingayat and vokkaliga and cannot comment on that. But I ll comment on the remaining.
1. It may or may not agasthyar who named kaveri as kaveri. But the river has got lot of mentions right from sanga literature.
2. Yes, nearly 50% of the river originates from coorg. Nobody denies the same. But no one in the world says that the river belongs to them just because it originates from their place. Infact the international water laws suggest that river water is common to all riparian states.
3. I can counter your point about the western ghats. I put forward a point that the monsoon developed the western ghats rather than the riverse. You know how monsoon rains come. It is because the hot air in the land draws moisture from the sea and the moisture precipitates as water. correct. Which means that hot air throughout the country – primarily from north TN and south coastal andhra in south karnataka/north kerala’s case makes the rain to precipitate in coorg and wayanad. correct. That means we are more responsible for the rain and we suffer the heat which makes sure it rains in your place. I’m still saying (the world also says so) that water is a common resource.
4. You can come and say that historically most of the TN is yours. You know that bangalore urban was mostly tamil before 1991 (not bangalore rural) and we unlike MH never insisted that it belongs to us. Your srirangapattinam, mandyam, ramanagaram etc., are all tamil names with tamil people dominating once upon a time. But there is no point talking about this anymore as the states have been divided long back.
5. Can I show you pictures that your chauvinists taking vehicles with kannada numbers (illegal) taking their vehicles inside TN (hosur, ooty etc.,) without any problem. Can we do that in KA? Of coursewe dont believe that writing Tamil numbers in vehicles will not grow our language and we dont practice that.
6. I have seen many badaga kannadigas prefer to learn tamil and not kannada. Have you seen a single dissatisfaction from them on that their language is suppresses in TN. While the coorgis and tulus feel they are suppressed and they are fighting in KA. Why this issues?
7. KA has only 65% people speaking kannada as their mother tongue which is very less when compared to AP, TN or KL. So, it has to be less chauvinst

Ok guys, God & nature seems to have solved the Cauvery problem thanks to copious rains. Looks like all the tanks and canals will fill up on both sides now. And with NE rains expected in TN, water problem should be solved and the Cauvery dispute for this year seems to be settled.

The problem with India is that we have too much democracy. We have been fighting about these issues and will continue to fight literally forever.
This won’t change as long as we have caste- and religion based politics and the political parties benefit only by keeping people illiterate and uninformed. These fights are absolutely necessary for our dear politicians to extract their mileage for the next campaign.
In all our years of independence we have never, ever showed the capability or will to solve such problems in a logical and mature way. Diversity needs to be respected but here it is always used as an excuse to oppose anything and fight about everything.

You are either brainwashed or misinformed. The water that is used for drinking purpose is very very less and that is no the problem here. Major chunk of the water is used for agriculture. As you have already killed or pushed out tamil agriculturists in 1991, there is no problem with tamils sharing your quantum of water. Further the question here is not about tamils vs kannadiga as you always comment . It is about tamil nadu vs karnataka. Majority of the tamils have been living even before karnataka was formed and even before many kannadigas came to that place (eg) bangalore. There are the citizens of the land and it is absurd for you to comment like this.

Tamils in karnataka, especially in Bangalore have resigned to the fact that their fantasy of making Bangalore and Mysore a part of Tamil eelam will never happen and they have realised that they were living in fools paradise.
They are slowly getting into the mainstream.
Prabhakaran, veerappan were manifestations of extreme Tamil parochialism which has been erased.
Small offshoots do persist, but its like a small pest in a big forest.
It was THE GREAT MR.BANGARAPPA who first gave TN the taste of their own medicine, after that kannadigas have put up a great fight whenever Tamils have tried to destabilize Kannada and karnataka.
Kannadigas should be greatful to AA NA KRISHNA RAO, M ramamurthy, Dr rajkumar, vatal nagaraj, narayan Kumar, chidananda murthy and many other Kannada idealists and crusaders who fought for Kannada Renaissance in karnataka.
